Javier Mateo was born in Zaragoza, Spain, in 1964. He received the M.Sc. degree in electrical engineering in 1989 from the Polytechnic University of Madrid (U.P.M.), Madrid, Spain, and the Ph.D. degree in 2000 from the University of Zaragoza (U.Z.)
